Insights to Performance Excellence
Mark L. Blazey
Mark L. Blazey is the president of Quantum Performance Group, Inc. Dr. Blazey has an extensive background helping organizations achieve top levels of performance excellence. He served as a senior examiner for the Malcolm Baldrige National Quality Award for 5 years from 1995 to 1999 and is currently serving as a national alumni examiner. Dr. Blazey served on the Baldrige Panel of Judges for the education pilot project to expand coverage of the Baldrige criteria to the education sector. He served as a judge for the Wisconsin Forward Award; and lead judge for the United States Army Communities of Excellence Award, and the quality awards for New York, Delaware, Vermont, and Aruba.
Dr. Blazey has written books and articles on quality and organizational performance improvement including the American Society for Quality–Quality Press’s best seller Insights to Performance Excellence for Business, Insights to Performance Excellence in Education, and Insights to Performance Excellence in Health Care. He is a senior member and Certified Quality Auditor of the American Society for Quality. He was a member of the board of directors of the National Workforce Excellence Network of the U.S. Department of Labor from 2001 to 2002. He is currently serving on the quality committee of the board at Thompson Health Systems in New York and is on the faculty of and is a judge for the American Health Care Association /National Center for Assisted Living National Quality Award.
Dr. Blazey has participated on and led numerous site visit teams for national, state, and private sector performance excellence awards and audits over the past 20 years. He has helped several organizations improve their quality management systems and receive top recognition from state and national award programs such as the Baldrige Award for Performance Excellence.
Dr. Blazey has trained thousands of quality award examiners and judges for state and national quality programs including the Illinois Performance Excellence Award, the Delaware Quality Award, the Minnesota Quality Award, the Alabama Quality Award, the Nebraska Quality Award, the Kentucky Quality Award, Wisconsin Forward Award, the Costa Rica National Quality Award, and the Aruba National Quality Award, as well as managers and examiners for schools, major businesses, and government agencies. He has set up numerous Baldrige-based programs to enhance and assess performance excellence for Fortune 100 companies and other organizations.
In addition to his private sector work, Dr. Blazey has also served as dean of training and professional development at Rochester Institute of Technology (NY). Prior to that, he was director of operations and policy coordination in the Office of the Secretary and Under Secretary of the United States Department of Education and a career member of the Senior Executive Service.
received his doctorate from the State University of New York at Albany in the fields of education policy and curriculum and instruction. He also received two masters degrees from Albany in educational psychology and statistics, and education. He has earned postgraduate certificates in management from the Kennedy School of Government at Harvard University, George Washington University, and the Rochester Institute of Technology.
Karen S. Davison
Dr. Karen S. Davison is the executive officer of Quantum Performance Group. She advises business and management teams from public and private sector organizations. Dr. Davison has held key leadership positions in education, government and small business.
As a nationally recognized consultant and instructor she has expertise in performance management, organizational change, leadership and team development, negotiation skills, facilitation skills, managing diversity, and competency management.
Previously, Dr. Davison was the chief, General Curriculum Branch for the Maryland State Department of Education. She created quality improvement procedures within the General Curriculum Branch through team development and an emphasis on the "customer".
In 1994 she was appointed by Monroe County Executive Robert King, and re-appointed by John Doyle, to be a commissioner on his Quality commission—The Commission to Analyze Savings and Efficiency (CASE). She also serves as the Vice Chairman of the Board of Trustees for the Finger Lakes Community College. For several years, she has served as a Senior Reviewer for the Board of Examiners for the New York State Excelsior Award. In this capacity she examines organizational quality improvement efforts using the Malcolm Baldrige National Quality Award standards and has edited and co-authored publications on this subject.

John G. Lawrence
John is a Senior Partner with Quantum and works with clients around the world on change, strategy development, and achieving high performance. During his career in industry, John served as Vice President for two Fortune 500 companies: Xerox Corporation and Eastman Kodak Company. John is the executive who led the Xerox Business Services effort in winning the Malcolm Baldrige National Quality Award in 1997. He has worked to help organizations improve productivity and performance in the fields of health care, telecommunications, manufacturing, service, and government. His current work is aimed at bringing about major changes in key operations and helping to develop high performing organizations.
John has a wide breadth of management and technical experience. He has 20 years of experience in engineering and manufacturing assignments where he progressed to the head of Manufacturing Engineering for International Trade at Xerox. During his last 10 years in a corporate capacity, John held leadership positions in marketing and sales and corporate management. John also has 13 years experience in governmental planning at the local level. Businesses he has worked with have achieved benchmark levels of employee satisfaction, industry highs in customer satisfaction, double-digit year over year revenue growth, and triple digit profit growth.
John held key positions on three of Xerox's major change and improvement efforts: the Malcolm Baldrige National Quality Award win of 1989; the European Quality Award win of 1992; and the Xerox Business Services Baldrige Award win of 1997. In addition, he has been involved in over 26 major change efforts that were recognized at the highest levels in countries around the world.
John has worked with foreign governments, federal and state governments, and major educational and health care institutions to develop more effective approaches to management. John has served as Chairman of the Workforce Excellence Board of the Department of Labor and on the Board of the Alliance of Industry and Education. He is a member of the American Management Association and the American Society for Quality. John's work has been published in a number of journals and he has spoken extensively throughout the United States, Europe, the Americas, and the Pacific Basin.
He has served on the Board of Examiners of the Malcolm Baldrige National Quality Award as a Senior Examiner. John has also served as both a Senior Examiner and a Judge for the New York State Award program and has trained examiners for Aruba, New York, Delaware, and Kentucky Quality Awards.
Scott E. Blazey
Scott E. Blazey is a design associate of Quantum Performance Group. He assists in preparation of materials particularly in design, layout, and editing. Mr. Blazey also adds technical computer expertise and course development and training skills.
Mr. Blazey is the owner of Enterprise Design & Publishing, L.L.C. (EDP). EDP is a firm specializing in document design and publishing, and consulting in information presentation. He has helped various clients improve their operational quality and efficiency by improving their information flow and presentations.
Mr. Blazey served as a United States Army officer for twenty years, retiring from active duty in 1992. In addition to being a multifunctional logistician, he has experience in training and quality assurance. While on the faculty of the U.S. Army Command and General Staff College, Mr. Blazey developed and taught graduate-level courses for select U.S. and foreign senior military officers. He was responsible for the development of Army modernization priorities, accomplished by analyzing capital budgeting, material requirements, and program management, and using extensive computer simulation and modeling. He conducted a quality assurance program for materiel supply and distribution and field services in all U.S. Army organizations in the Republic of Korea, and he established organizational training programs for all U.S. Army Reserve petroleum supply and transport units in Pennsylvania and West Virginia. He held a Top Secret clearance and was awarded four Meritorious Service Medals.
Mr. Blazey earned a Bachelor's degree from Syracuse University, and a Master of Education degree from California State University of Pennsylvania. He is a graduate of the U.S. Army Command and General Staff College at Fort Leavenworth, Kansas. Mr. Blazey is also an FAA Certified Flight Instructor and Commercial Pilot.
